Dana Crumley, Mr. Matt Hulsizer, Mr. Jon Kaplan, Mr. William Meuer, and Mr. Tom Shannon. Ms. Susan Crowe Whitcomb and Ms. Beth Moritz Filip retired after completing four years of service.

    Mr. Jon Kaplan was elected to serve as President of the Board. Ms. Dana Crumley will serve as Vice President, and Ms. Betsy Owens will serve as Board Secretary and handle communications.

April 25 Presentation - Best Practices in Math Instruction

    Join District Math Consultant, Dr. Nanci Smith, for a Winnetka Parents' Institute presentation on the math program review. Dr. Smith and staff... from The Winnetka Public Schools will be addressing Common Core State Standards (CCSS) and the revised curriculum, discussing topics including:

    • How is rigor best addressed in the math environment?

    • Faster is better, right?

    • How do communication and creativity relate to math?

    • If I can use an algorithm, why do I have to understand it?


    Dr. Nanci Smith, a former high school math teacher, is currently a consultant in the areas of Differentiated Instruction, Curriculum (Understanding by Design), Common Core State Standards and Mathematics. She audited the District 36 math program as part of the review process and in addition to her work with The Winnetka Public Schools has provided professional development in 45 states, and worked in schools in Singapore, Japan, and The Netherlands.

    Parents of students of all ages should plan to attend on April 25 at 1:30 P.M. on the third floor of Carleton Washburne School.

Kelly Tess Named Assistant Principal of The Skokie School
March 20, 2013
    Kelly Tess has been chosen as the next assistant principal of The Skokie School, effective July 1, 2013. Ms. Tess is currently the assistant... principal of Carpenter Elementary School and Franklin Elementary School in District 64 Park Ridge/Niles, Illinois.

    Before joining District 64 in 2012, Ms. Tess was a teacher in West Northfield District 31 where she taught sixth grade Humanities at Field Middle School in Northbrook. Prior to that, she taught fourth grade at Winkelman Elementary School in Glenview and Fort Rucker Elementary School in Alabama.

    She received her Master of Arts, Educational Leadership and Type 75 Certification from Concordia University in 2012. Her Master of Education and Middle School Endorsement were awarded by DePaul University, and she received a Bachelor of Science from the University of Illinois, Champaign-Urbana.

    Superintendent Dr. Thomas Hagerman said, “I am very pleased to announce that Kelly will be joining us as the next assistant principal of The Skokie School. She is a bright, energetic, and articulate educator with a proven record of strong student, parent, and community successes. We are fortunate to be bringing in a leader who will continue to move the District’s initiatives forward. She was the clear choice for the parents, staff, and administrators who served on the interview committee. She will be a tremendous asset to both The Skokie School and the District.”

    Ms. Tess commented, "I am thrilled to be joining The Skokie School team. As a graduate of New Trier High School, I look forward to working with students, families, staff, and community members in my new role as Assistant Principal.”

    District 36 received almost 200 applications for the position. Committees of staff, parents, and administrators interviewed the finalists.

    There will be fun, hands-on activities for the whole family. You can go inside a giant earth balloon, see how to set personal health goals using a cardio heart rate system, and learn how a green screen and video camera can inspire creativity and storytelling.

    Ample parking on Elm Street or in the Elm Street lot. Follow the blue and white balloons and footprints to the gym entrance behind the school. If you park on Glendale Avenue or Oak Street, use the front entrance.

The Winnetka Public Schools Receive 2012 Academic Excellence Awards

    All five Winnetka Public Schools have again received Academic Excellence Awards from the Illinois State Board of Education. To qualify schools... must have made Annual Yearly Progress as required by No Child Left Behind in both 2011 and 2012. In addition, 90% of students in each school must have met or exceeded state standards in both reading and mathematics for three consecutive years. Only 454 schools - or just over 10% - in the state received such recognition this year. All District 36 schools have been named to the Academic Honor Roll for eight consecutive years.

District 36 Visitor Policy

    It is imperative that we strictly adhere to Board policy on school visitations. Visitors are any persons who are not enrolled students or District... employees, including parents, other relatives, volunteers, alumni, and the like.

    According to School Board policy 8:30, all visitors must:

    • Report to the Principal’s Office or Entrance Monitor and receive permission to remain on school property;

    • Sign the visitors’ log and show identification; and

    • Wear a visitor’s badge, and return it when leaving the school.


    On those occasions when large groups of parents and or other visitors are invited on to school property (concerts, etc.), visitors are not required to sign in per se; however, all individuals are expected to follow school officials’ instructions.

    This policy also stipulates that any person wishing to confer with a staff member should contact that staff member by telephone or email to make an appointment.

    Finally, this policy reminds us that the School District expects mutual respect, civility, and orderly conduct among all people on school property or at a school event.  

    We recognize that many of you visit our buildings regularly, and we appreciate the active involvement of parents, volunteers, and other community members. Our challenge is to balance this appreciation with the safety and security of children and staff. We are asking each of you to support our efforts and follow these rules each time you enter a school. Although we recognize that many of you are frequent visitors, we have unfortunately been reminded that family or other disputes can spill over into school life, and again, our first priority is the safety of everyone in our care.

    Thank you for your cooperation and understanding. If you have specific, building level questions, please contact your principal.  If you have School Board policy or procedural questions, please don’t hesitate to contact my office.

    The following message was sent to parents and staff by Superintendent Dr. Thomas Hagerman after the tragic shooting at Sandy Hook Elementary... School in Newton, Connecticut.


    Dear Parents:

    It is with a heavy heart and great sadness that I want to make sure that everyone is informed about the horrific school shooting at Sandy Hook Elementary School in Newtown, Connecticut. First and foremost, our thoughts are with the victims and their families during this time.

    Obviously, when we hear about a tragedy such as this, it both serves as a reminder of our own experience many years ago at Hubbard Woods School, and also as an opportunity to reflect on the security measures that we currently have in the District to ensure the safety of our students and staff. The Winnetka Public Schools has a safety plan in place that has been reviewed with the Village police and fire departments.

    As a reminder, some of the safety protocols that are currently in effect include:

    (1)  Keeping external doors locked;
    (2)  Having visitors sign in and use name badges;
    (3)  Utilizing two-way radios;
    (4)  Ensuring that students outside are always supervised;
    (5)  Providing staff supervision before and after school, and during transition times; and
    (6)  Being vigilant and notifying an administrator of anything unusual.

    Our number one priority, safety, is a shared responsibility for all of us.  Thank you for supporting the work we do each day to ensure this. As always, if you ever have a safety concern, please notify your child's building principal.

    I know that I speak for all of us when I say that our thoughts and prayers go out to everyone in Newtown, Connecticut. Please feel free to contact me if you have any questions or concerns.

Strategic Plan Approved

    The School Board of The Winnetka Public Schools, along with Superintendent, Dr. Thomas Hagerman, began strategic planning discussions in August 2011. ...The plan, which includes 49 goals in the areas of Communications; Curriculum, Instruction, and Assessment; Metrics and Reporting; Operations; and Technology, was formally approved in December 2012.

    Planning work began with a review of literature. Stakeholders and resources were identified, and the work of defining process and outcomes followed. Focus groups and surveys were conducted between February and March 2012.

Children who will be five years old on or before September 1, 2013 are eligible for Kindergarten. To learn more about the Kindergarten program click here.

    Winnetka Public Schools Kindergarten registration for the 2013-2014 school year will be held on Friday, December 7, 2012, from 9:00-11:00 A.M. at Crow Island, Greeley and Hubbard Woods Schools. Children who will be five years old on or before September 1, 2013 are eligible for Kindergarten.

    Parents should register at their neighborhood school. An official birth certificate and proof of residency are required for all students, including those with older siblings enrolled in the Winnetka Public Schools. All documents will be photocopied and returned at the time of registration.

    Proof of Winnetka residency includes one of the following in this category:
    Category I:
    • Most recent real estate tax bill
    • Signed and dated lease/rental agreement and proof of last month’s payment
    • Mortgage documents
    • Agreement of sale

    In addition, three of the following items in this category are required and must be presented with a current Winnetka address:*

    The Winnetka Public Schools District 36 offers Junior Kindergarten for children who will be four years old years old by September 1, 2013 (born... before September 1, 2009). The program is open to both Winnetka residents those who reside outside of the District. Junior Kindergarten will be held at Greeley School.

    Little Learners is a preschool program for children who will be 3 years of age, but no older than 4, on September 1, 2013 (born before September 2, 2010). Jointly run by The Winnetka Public Schools and the North Suburban Special Education District (NSSED), this blended preschool, which is housed in Greeley School, has a maximum enrollment of 14 Students. Seven spaces are reserved for students who have special needs and seven spaces are open to for same age peers.

    Dana Fattore Crumley, President of the School Board of Winnetka School District 36, has called for an Executive Closed Session Meeting to be... held on Tuesday, August 14, 2012, at 5:00 p.m. in the Carleton Washburne Resource Center, 515 Hibbard Road, Winnetka. The purpose of this meeting will be to discuss the setting of a price for sale or lease of property owned by the District (5 ILCS 12/2(c)(7)), and litigation, when an action against, affecting or on behalf of the particular District has been filed and is pending before a court or administrative tribunal, or when the District finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the closed meeting minutes. (5ILCS 120/2(c)(11)). All action will be taken in Open Session.

    An Open Work Session Meeting will be held Tuesday, August 14, 2012, at 5:30 p.m. in the Carleton Washburne Resource Center, 515 Hibbard Road, Winnetka. The purpose of this meeting will be for the Board to review Strategic Planning updates, Board Policy, and Staff Evaluation Procesess and Documents.

Electronic Registration is Open

    Registration for the 2012-2013 school year is open. Parents will receive an email and a letter with the unique information needed to register... their students.

    Students must be registered, and fees must be paid online, before placement information can be released. Credit cards and electronic checks will be accepted. Placement letters for students in grades 5-8 are scheduled to be mailed on August 10, 2012. Placement letters for students in grades K-4 are expected to be mailed on August 15, 2012.

    Please note that parents and guardians will be asked for emergency contact and medical information. In order to expedite the registration process, you will want to have this information handy before beginning. Driver's license and plate information will not be collected at this time.

    If you have not received an email or a letter by Monday, July 23, 2012, or have questions after you have reviewed the information, please contact the District Office at 847-446-9400.

    There will be a work session, a public hearing on the 2012-2013 calendar, and a regular Board meeting on June 12, 2012.

    School Improvement... Plans, Strategic Planning, and Board Policy will be discussed at the 5:15 P.M. work session.

    The public hearing about the calendar will begin at 7:00 P.M, and be followed immediately by the regular meeting at 7:15.

    All three meetings will be held at Carleton Washburne School, 515 Hibbard Road, Winnetka.

    The notice for the public hearing follows:

    Ms. Dana Crumley, President of the School Board of The Winnetka School District 36, has called for a public hearing to be held on Tuesday, June 12, 2012, at 7:00 p.m., in the Carleton Washburne Resource Center, 515 Hibbard Road, Winnetka.
    According to IL Public Act 096-0640, school districts are required to hold a public hearing when school calendars include student attendance on legal school holidays. The following list includes all legal school holidays:

    • The birthday of Dr. Martin Luther King, Jr. (third Monday in January)
    • The birthday of President Abraham Lincoln (February 12)
    • The birthday of Casimir Pulaski (first Monday in March)
    • Columbus Day (second Monday in October)
    • Veterans’ Day (November 11)

    This public hearing is legally required prior to making changes to legal school holidays set forth in Illinois State School Code. Specifically, this hearing is being held to solicit feedback on the intention to include student attendance days on President Abraham Lincoln’s birthday (February 12, 2013), and Casimir Pulaski’s birthday (March 4, 2013). These dates are being exchanged for alternate days that result in an overall calendar that best meets the instructional and professional development needs of the District for the 2012-2013 school year.

Dr. Hagerman's Contract Extended
May 29, 2012
    The Winnetka School Board voted unanimously to extend the contract of District 36 Superintendent Dr. Thomas Hagerman by an additional three years. Dr.... Hagerman started his job on July 1, 2011, with a three-year contract. The School Board extended the contract to June 30, 2017, following a formal review of Dr. Hagerman’s performance.

    Speaking on behalf of the School Board, President Dana Crumley said, “We are impressed with and grateful for the leadership Dr. Hagerman has demonstrated in the District since last July. He has worked thoughtfully with teachers and administrators to tackle a long list of annual goals and has also embarked on a thorough strategic planning process to determine a path for the future.”

    The ambitious agenda for the current year (available in full on the District 36 website) has included more than 150 specific objectives in five general areas:

    •   Curriculum, Instruction and Student Assessment
    •   Metrics and Reporting
    •   Communication
    •   Human Resources
    •   Strategic Planning

    In addition to overseeing the fulfillment of these objectives, Dr. Hagerman has directed a number of other important processes, including settling the teachers’
    contract, hiring a new CFO and new principals at Hubbard Woods and The Skokie School, implementing a comprehensive communications plan, initiating a
    grassroots strategic planning process, and working with staff to develop a common definition of District progressive education practices.

    When Dr. Hagerman first interviewed for the superintendent position, he made it clear that his job would be to bring together the priorities of the staff, parents, and community and create a common vision. He has worked in a collaborative and transparent manner in his first year to accomplish that goal, and the Board sees a positive trajectory for The Winnetka Public Schools with Dr. Hagerman at the helm. Dr. Hagerman signs all of his communications “In Service,” a closing that, he says, “serves as a reminder that everything I do in my role as Superintendent is done in service, not only to our students but, in fact, to our parents and the entire Winnetka community.”

    The Board looks forward to working with Dr. Hagerman over the next many years on full implementation of the strategic plan, outstanding educational programming for students, and thoughtful leadership of the District 36 community.

District 36 Pre-K Programs

    There are a few spaces left in The Winnetka Public Schools Junior Kindergarten and Little Learners programs.

    Little Learners is run... by The Winnetka Public Schools and the Northern Suburban Special Education District (NSSED). This blended preschool, which is housed in Greeley School, has a maximum enrollment of 14 Students. Seven spaces are reserved for students who have special needs and seven spaces are open to for same age peers.

    The Junior Kindergarten is designed for children who will be four years old years old by September 1, 2012 (born before September 2, 2008). It is open to all District residents as well as families who reside outside of the District.

The purpose of this meeting will be for the Board to discuss Financial Philosophy, Strategic Planning, and The Skokie School Principal Search.

    A Public Hearing on the question of dismissals will be held on Tuesday, March 20, 2012 at 7:15 P.M. in the Carleton Washburne School Resource Center, 515 Hibbard Road, Winnetka. Staffing has been discussed at the last two Board meetings. The Board is required to hold a hearing of this nature whenever the number of honorable dismissal notices exceeds five or is 150% greater than the average in the preceding three years. This is part of the District’s effort to align staffing with enrollment.

    The regularly scheduled monthly Board meeting will follow in the same location on Tuesday, March 20, 2012, at 7:30 P.M.

April Jordan to be the next principal of The Skokie School
March 05, 2012
    The School Board has selected April Jordan to be the next principal of The Skokie School. Current principal, Thomas Eber, will be retiring at the end ...of the school year after 13 years in the position.

    Ms. Jordan is currently the principal of Fairview Elementary School in Mount Prospect, Illinois, where she was named a NCLB (No Child Left Behind) Blue Ribbon Principal in 2008. She is also a doctoral candidate at National-Louis University.

    Before joining the District 57 in 2007, Ms. Jordan served as an assistant principal and Curriculum Coordinator in Romeoville District 365U, where she was named an ASCD (Association for Supervision and Curriculum Development) National Emerging leader in 2007.

    She received her Master of Education and administrative certificate from Northern Arizona University in 2002 and 2003 respectively. Her Bachelors degree was awarded by The State University of New York at Oswego, and she served in the United States Peace Corp for two years.

    “I am very pleased to announce that April will be joining us as the next principal of The Skokie School. She has a passion for working with middle school students, a collaborative attitude, and a deep knowledge of the Common Core. She understands both the school and broader Winnetka community, and is fully committed to the work that we do. She will be a tremendous asset to both the school and the District,” said Superintendent Dr. Thomas Hagerman.

    Ms. Jordan said, "I am excited to be joining The Skokie School team and The Winnetka Public Schools. I believe that a strong partnership between students, parents, teachers, and administrators is the key to the academic and emotional success of students. I am looking forward to beginning that work this summer.”

    District 36 received more than 100 applications for the position. A team of staff, parents, and administrators interviewed the finalists.

Preschool Screening Registration - March 6 and 7

    Registration for preschool screenings is Tuesday, March 6, and Wednesday, March 7, between 9 and 11:30 A.M. Afternoon registration is available... on March 6 from 1-3 P.M. Registration will be held the District office, 1235 Oak Street and will take approximately 30 minutes.

    If you are a Winnetka resident and have concerns about your child’s development in the areas of speech, language, coordination, hearing, vision, learning readiness, or emotional maturity, you are encouraged to register your child for this screening. To be eligible, children’s birthdays must fall between April 1, 2007 and April 1, 2009.  

    It is not necessary to bring your child/children with you to the registration, nor is it mandatory to have the screening done for entrance to pre-school or kindergarten. At registration, parents will be given separate appointment times for hearing, vision, and the general screening. Hearing and vision screenings will be held at the District Office on March 12 and 13. General assessments, conducted by the Pupil Services staff, will begin on March 19, and will be held at the Park District.

Common Core Mathematics - Parent Workshop - February 24
February 21, 2012
    Common Core State Standards-Mathematics (CCSM-M) have been adopted by Illinois and 47 other states. These new standards emphasize critical-thinking... and problem-solving and will replace state-specific learning standards. One of the goals of the District's current math curriculum review is to align District curriculum with these revised standards. We anticipate that a new assessment tool (which will replace the ISAT) will be implemented in 2014.

    On February 24, The Winnetka Parent's Institute is hosting a Common Core Workshop so that parents can learn about the research behind the standards and how they will be implemented in District classrooms. Dr. Sam Yusim, Carleton Washburne School Math Department Chair, will be presenting. He will explain the reasons for this reform, what mathematical proficiency means in the 21st century, and share the work that is being done by our teachers to insure a smooth transition for our students. The Winnetka Public Schools Receive 2011 Academic Excellence Awards

    All five Winnetka Public Schools have again received Academic Excellence Awards from the Illinois State Board of Education. To qualify, 90% of... students in each school must have met or exceeded state standards in both reading and mathematics for three consecutive years. Only 438 schools--or just over 10%--in the state received such recognition this year. District 36 schools have been named to the Academic Honor Roll for the past seven years.

Tax Levy Presentation

    Dr. Susan Pingitore, CFO/COO presented the tax levy at the December 13, 2011 Board meeting. The tax levy is the dollars raised for the District... from property taxes. It takes into account the function of assessed valuation, last year's levy, anticipated new property growth, and the Consumer Price Index. The requested levy is 4.99 percent above last year's, for a total of $34,916,000. The estimated levy for bonds, established by the County, is $4,607,130.

    Winnetka Public Schools Kindergarten registration for the 2012-2013 school year will be held on Friday, December 2, 2011, from 9:00-11:00 A.M.... at Crow Island, Greeley and Hubbard Woods Schools. Children who will be five years old on or before September 1, 2012 (born before September 2, 2007) are eligible for Kindergarten.

    Parents should register at their neighborhood school. An official birth certificate and proof of residency are required for all students, including those with older siblings enrolled in the Winnetka Public Schools. All documents will be photocopied and returned at the time of registration.

    Proof of Winnetka residency includes one of the following in this category:
    Category I:
    • Most recent real estate tax bill
    • Signed and dated lease/rental agreement and proof of last month’s payment
    • Mortgage documents
    • Agreement of sale

    In addition, three of the following items in this category are required and must be presented with a current Winnetka address:*
    Category II:
    • Driver’s License
    • Voter Registration
    • Auto Registration
    • Home/Auto Insurance and proof of payment
    • Gas, Water/Electric bill (current and previous month; telephone bills are not acceptable)


    The Winnetka Public Schools plans to offer Junior Kindergarten for children who will be four years old years old by August 31, 2012 (born before September 1, 2008). Enrollment in this tuition-based program will be determined by lottery.

Crafting Writers

    While most teachers were beginning summer vacation on June 14, 2011, nine District 36 staff members joined a group of 80 language arts and English... teachers from across the seven New Trier districts for a two-day institute entitled “Crafting Writers” hosted by New Trier High School at its Northfield campus.

    The institute provided time for teachers to learn about the central role that revision plays in the writing process, and to have time to align their writing expectations across grades and districts with Illinois’ new Common Core State Standards in writing.

    Trisha Kocanda, Assistant Superintendent of Curriculum, Assessment and Instruction, serves on the Township’s Language Arts Steering Committee which organized the event and will reconvene in the fall. To learn more about the Crafting Writers institute click here.

    Margaret Washburne Plagge (Carleton Washburne's daughter) visited The Winnetka Public Schools with her great nephew, Ben Hamilton, on June 11,... 2011. They toured The Skokie School, the building where Carleton Washburne had his office when he was superintendent, with District Technology Director Matt Fuller.

    In addition to visiting classrooms, Mr. Hamilton, who works in the field of IT Security, got a tour of the District Data Center. Mr. Hamilton is researching his family's genealogy and was provided with digital audio files, a Carleton Washburne interview from 1966 and an interview of Margaret Washburne Plagge from 2003.

District 36 Students Donate to Japan
June 13, 2011
    Students from Greeley, Hubbard Woods and Crow Island Schools all responded generously, and creatively, when they learned about the March 11,... 2011 earthquake in Japan. Students from all three District elementary schools brainstormed with their principals and teachers and organized three unique projects to raise funds. Their combined donations totaled 2,641.71 and will be sent to support elementary school age children impacted by the earthquake.  

    Crow Island School students held a Crane-A-Thon. They folded 1000 origami cranes; parents and other sponsors made donations for each crane they folded. Greeley School students raised funds by doing Chores for Change and wrote Messages of Hope that were sent directly to Japanese students. Hubbard Woods School students participated in Jump for Japan and collected pledges for their athletic endeavors.

Dr. Daniel P. Ryan to be Hubbard Woods School Principal

    The School Board has selected Dr. Daniel P. Ryan to be the next principal of Hubbard Woods School.

    Dr. Ryan has over 25 years of experience ...in the field of public and private education and is the founder of The Children's School in Berwyn, Illinois where he currently serves as the executive director. The Children's School is an independent, progressive elementary school.

    Dr. Ryan was the assistant dean at National-Louis University College of Education in Chicago prior to founding The Children's School. He began his administrative career as a principal in Hinsdale, Illinois District 181. He currently serves as an Executive Leadership Coach for the Chicago Public Schools mentoring new principals.

    He received a Doctorate of Education from Columbia University's Teacher's College, a master's in education from Harvard University and a bachelor's degree in education from University of Michigan.

    "I am very pleased to announce that Daniel will be joining us as the next principal of Hubbard Woods School. He impressed everyone on the interview team with his commitment to progressive education, collaborative attitude, and passion for working with students. He understands the school and broader community and is fully committed to the work that we do here every day with children and their families," said Dr. Thomas Hagerman. Hagerman will be joining the District as Superintendent on July 1, 2011.

    Dr. Ryan said, "I look forward to becoming a member of the Winnetka Community of Learners supporting student success in my new role as principal of Hubbard Woods School. At the heart of all education is a strong community composed of parents, teachers, administrators and children. In Winnetka, all are committed to life-long learning and the development of the social, emotional and academic life of the child. It is when the community supports thoughtful, developmentally appropriate learning that children thrive."

    District 36 received more than 100 applications for the position. A team of staff, parents, and administrators interviewed the finalists.

    Dr. Carol Dweck, author of Mindset, will be speaking to parents and community members on Monday, May 2, 2011 at 7:00 P.M. in The Skokie School ...Auditorium.

    Dr. Dweck’s work examines learning, motivation, success, failure and resilience and has implications for parents, educators, athletes, coaches, corporate executives and others vested in high achievement. Her research concludes that we produce confident learners when we praise students for the process they engage in, not when we tell them they’re smart or talented. The “elements of success”—effort, persistence, determination, hard work, enthusiasm, and discipline, to name a few—are hallmarks of growth mindsets.

    Mindset was required reading for all Winnetka Public Schools teachers and administrators. Dr. Dweck will be conducting a workshop and presentation for them earlier in the day. Parents were also encouraged to read the book and participate in book groups facilitated by the District's building principals.

    Students from Hubbard Woods School released 135 rainbow trout into Lake Michigan early in the morning on April 21, 2011. Parents, staff and Congressman... Robert Dold were on hand to share to in the festivities which included speeches, singing and a poetry reading.

    The fish were raised from eggs delivered to the school last November. Students spent five months caring for them and studying them. To learn more about the science, math, art, writing and environmental projects that were spawned by The Ripple Effect click here.

    SUSPICIOUS INCIDENT

    On 03/21/2011 the Winnetka Police Department received a report of a suspicious incident that occurred at approximately... 3:45 PM. A 9 year old boy reported that while walking home from the area of Westmoor Rd. and Rosewood Ave. he encountered a male subject driving a vehicle. The boy reported the vehicle pulled along side the curb and a second male subject in the front passenger seat opened the front passenger door. The male passenger asked the boy if he needed a ride. The boy was alarmed and subsequently ran away from the vehicle. The vehicle was described as: Light blue, mid-sized panel van, no sliding door on the passenger side, dark rear windows. The driver was described as: Male, Caucasian, approximately 20 years of age with straight blonde hair. The passenger was described as: Male, Caucasian, approximately 20 years of age, dark hair in a buzz cut. The Winnetka Police Department is continuing to investigate this incident.

“Support Our Soldiers” Collection Begins in Winnetka

    Students from the Carleton Washburne School are launching a “Support Our Soldiers” care package collection drive this week. With the help... of Winnetka residents, the students hope to send dozens of boxes of supplies to troops in Iraq and Afghanistan. Last year, Winnetka students held a collection within the school community, filling the care packages with items like pretzels, cereal bars, candy, magazines, and handwritten letters. This year, Washburne is partnering with the Winnetka Historical Society to place donation boxes in area businesses across Winnetka. Starting this week, residents can drop off donations in collection boxes at Grand Foods, Lakeside Foods, the Winnetka Library, the Winnetka Community House, Phototronics, Conney’s Pharmacy, and the Winnetka Historical Society.

    Stephanie Welter, a social studies teacher at Washburne, brought the collection drive to Winnetka last year. She got the idea from Angela Stewart, an area resident who has coordinated “Support Our Soldiers” drives for many years. “We are so excited to do this again, on a larger scale, with the help of the Historical Society,” Welter said. “It’s wonderful to see the students working together on such a positive project.”

    The collection begins as the Historical Society hosts a new exhibit on Winnetka during World War II, said Patti Van Cleave, executive director of the Historical Society. “During World War II, everyone in Winnetka was consumed by the war. There was rationing, residents raised victory gardens, and volunteered with the Red Cross,” Van Cleave said. “So we thought, ‘Why don’t we do something to help support today’s soldiers.’”

    It costs about $30 to mail one of the collection boxes abroad. Turtle Wax CEO Denis Healy, a Winnetka resident, has donated $1,000 to help cover a portion of the total postage costs. Residents interested in making a donation to help pay for postage may contact the Historical Society.

Greeley School Video Review Completed

    The administration completed its review of the showing of the video titled "The Middle Passage" to the fourth grade classes at Greeley School.... We wish to assure everyone that we gave this matter our complete and prompt attention and we reported our findings to the School Board.

    As it was said early on, we agree with concerns brought forward by a number of parents regarding this video. Although the video tells a very important part of our history, we believe it is too graphic and mature to be appropriate for most fourth grade students and should not be used as part of our District’s curriculum. As a consequence, we are implementing procedures to ensure that in the future, all supplementary curriculum materials are approved by administration before they are presented to students. The School Board will begin to address the policy implications of this incident at its next regular meeting on March 22, 2011.

    We also personally addressed the showing of this video with certain staff members at Greeley School. Like most employers, the District treats personnel matters in a confidential manner and will continue to do so. However, we can assure the public that the staff members involved in this incident were treated fairly and appropriately. No employees were or will be fired as a result of this incident.

    It is our hope that the community and its schools can move beyond this incident and refocus on our central learning goals.

Learn-A-Thon inspires Winnetka students

    The Winnetka Public Schools Foundation held its annual Learn-A-Thon on February 23 at The Skokie School. The event precedes the Foundation’s yearly ...fund-raiser, the Phone-A-Thon, which starts Sunday. Since its inception, the Foundation has provided more than $4.2 million in funding support to The Winnetka Public Schools.

    The Learn-A-Thon showcases dozens of innovative projects funded by The Winnetka Public Schools Foundation. These projects include teacher grants, after-school programming, and professional development for teachers. The Winnetka Star Lab; the District’s cross country and track and field sports programs; and enhanced microscopes, electronic balances, and Cambridge physics equipment were all funded by the Foundation. “Everything we fund is teacher driven,” said Lisa Neild, co-chair of the Foundation. “Our fund-raising allows our teachers to dream a little and really be creative in the classroom.”

    Trisha Kocanda, assistant superintendent for curriculum, instruction, and assessment, said that the Foundation’s support gives teachers the freedom to think outside the box. If teachers have creative new ideas related to instruction, they can turn their dreams into reality through one of the Foundation’s teacher grants. “The Foundation’s help allows our teachers to go above and beyond the normal scope of what’s possible in the classroom,” Kocanda said. “This partnership helps us give the children in this community access to the best educational experience possible.”

    Amy Becker, a music teacher at The Skokie School, said that Foundation funding paid for a classroom set of digital iPod Touch devices. Students use the equipment on a daily basis to compose music and record rehearsals for critique. “It makes music more engaging for students and it has expanded their options for learning,” Becker said.

    Members of the Winnetka community can answer the Foundation’s call for support this weekend through the annual Phone-A-Thon, which starts Sunday. Supporters can also donate online at www.wpsf.org or mail a check to The Winnetka Public Schools Foundation at P.O. Box 97, Winnetka, IL 60093.

Pre-School Screening Registration March 1 and 2

    Winnetka residents with concerns about their preschool child’s development can have their children screened in March. Registration is required... and will take place on March 1 and 2.  Speech, language, coordination, hearing, vision, learning readiness, and emotional maturity can be assessed. To be eligible, children’s birthdays must fall between April 1, 2006 and April 1, 2008. The intent of the screening is to identify children who may have delays in their development.

    To register for the screening please come to the Winnetka Public Schools Administration Offices located at 1235 Oak Street, Winnetka on one of following dates:

Winnetka Teachers Gather For Reflection

    Educators from across The Winnetka Public Schools gathered on January 31 to reflect on the successes of the 2010-2011 school year so far. The meeting,... which included teachers from all five district schools, marked the first time the entire staff has met as a group since a similar session at the start of the school year.

    Interim Co-Superintendents Dr. Mark Friedman and Dr. Ken Cull honored staff individually for significant accomplishments during the school year. Educators were recognized for participating in the district’s Differentiation Leadership Team, for earning professional certification, for publishing academic research, for earning tenure, and for significant athletic accomplishments. The group also discussed how The Winnetka Public Schools has demonstrated growth as a district during the current academic year. Some of the improvements cited included the District’s emphasis on increasing differentiated instruction in the classroom, as well as its continued commitment to long-term professional development for teachers.

    The group took time out to have some fun too. In the style of the popular “Minute to Win It” television show, teams from each school competed in unorthodox challenges. The challenges involved stacking golf balls, rolling marbles, and juggling balloons.

    “Today was about celebrating as a community the spectacular achievements of our teachers this school year,” Friedman said, “And we tried to have fun while we were doing it.”

Crow Care Activities Now Available for Middle Schoolers

    Crow Care is an after school activity program that serves students of all ages. In the past it was limited to children in District elementary schools ...but was recently expanded to meet the needs of middle school students and their families.

    Crow Care is open every full school day and runs until 6:15 p.m. Children may be picked up at any time during the afternoon. Greeley School and Hubbard Woods School children are bused to Crow Island School when the school day ends. Middle school students from The Skokie and Carleton Washburne Schools walk the short distance to Crow Island School with a crossing guard assisting them across Willow Road. Parents can drop students off for before school care beginning at 7:00 A.M. and they will be bused to the elementary schools or walk to middle school in time for classes.

    Crow Care emphasizes leadership, responsibility, and service as well as a commitment to homework, scholarship, physical activity, and fun. Each child is an essential part of the “family” group and valued for his/her ideas and contributions.

    Parents may sign their children up on a regular basis or purchase vouchers for the occasional morning or afternoon. Forms are available in all the school offices or at the District Office. Dr. Thomas Hagerman Appointed as New Superintendent

    The Winnetka School Board is pleased to announce that Dr. Thomas Hagerman will be the next Superintendent of The Winnetka Public Schools, assuming... his new responsibilities on July 1, 2011. The Board is both delighted and unanimous in the choice of Dr. Hagerman to lead District 36.

    Dr. Hagerman has a distinguished career in education, and currently serves as the Superintendent in River Forest, IL District 90, another high-achieving K-8 district enrolling 1,350 students. Prior to joining District 90 three years ago, Dr. Hagerman served as the Superintendent of the K-12 Riverdale School District in Portland, Oregon for four years and as a middle school vice principal and principal in Beaverton, Oregon. He started his career as a teacher in the Portland Public Schools.

    In terms of his own education, Dr. Hagerman completed both his undergraduate degree in English Literature and a Masters in Teaching at Lewis and Clark College in Portland, Oregon. At the University of Oregon in Eugene, he completed his Doctorate in Education and has since been honored as a distinguished alumnus.

    Dr. Hagerman's experience with and enthusiasm for progressive education principles make the Winnetka schools a natural fit for him:

    "In researching Winnetka, I learned that the District's vision is not simply words on a page, but rather a dynamic and real approach to educating its children. It is one that I whole-heartedly support, and, in fact many of the tenets of progressive education - academic challenge, creative and independent thinking, lifelong learning - have guided my work over the past many years as a teacher and school leader."

    In assessing candidates' fit for our schools, the Board relied upon community focus groups and surveys to identify skills and qualities that Winnetkans want in a Superintendent. From these inputs, a profile was developed that documents important characteristics for the leader of our schools:

On the communications front, we heard over and over that Dr. Hagerman is a good listener and a skilled writer who works diligently to build relationships with all stakeholders: students, staff, parents, community members and community organizations.

    In the role of Superintendent, Dr. Hagerman has led two high-performing districts in strategic planning efforts, fiscal reviews, and curriculum alignment. His references from both districts characterize him as collaborative, accessible, a creative problem solver, and extremely knowledgeable about the educational process. We very much look forward to his leadership of District 36.

Carleton Washburne School False Alarm

    As you may have heard there was an incident at Carleton Washburne School earlier today. At approximately 5:00 P.M. on Monday, January 3, 2011... the Winnetka Police were notified of a potential hostage situation in the District Office that was later found to be a false alarm.

    The Winnetka Police secured all schools in the District and according to protocol brought in assistance from neighboring police departments to complete a thorough search and to secure the building. At no point was there any danger to students or staff.

    School will be in regular session tomorrow. We are grateful to the Winnetka Police for their quick response and resolution. If further information becomes available we will let you know.

Winnetka students spread Winter Cheer
December 16, 2010
    Greeley, Hubbard Woods, and Crow Island Schools all held Winter Sings on December 16.

    The sings are a tradition in The Winnetka Public... Schools. Winnetka families filled the schools' auditoriums to watch the students perform songs like "Season of Peace" and "Winter Wonderland".

    Carlton Washburne and The Skokie School students hosted their annual Winter Festival on December 9. The festival, held at The Skokie School, featured performances by the concert orchestra, the string orchestra, the Skokie chorus, and the Washburne singers. Selections included "Dance of the Toy Flutes" and "A Bell Carol."

2010 Tax Levy Approved

    The Board of Education unanimously approved the district's 2010 tax levy request at its Tuesday meeting.

    The levy request must be filed... with the Office of the Cook County Clerk in December.

    The levy request does not determine taxes paid by individual property owners. Instead, the levy request is a procedural step required annually for school boards to collect property taxes.

    The amount of new revenue the district can receive from existing Winnetka property is capped by the Consumer Price Index, which is 2.7 percent this year. The request is higher so the District can capture tax revenue from new residential and commercial construction. If the levy is too low, District 36 will lose access to tax revenue it is legally entitled to on new property. The 2009 actual tax levy only increased by 1.25 percent.

    The School Board will vote on the proposed 2010 tax levy at its regularly scheduled meeting which will be held at Carleton Washburne School.

    A... tax levy is an annual request for funds from property taxes made by local taxing bodies such as school districts, park districts, and libraries. The size of the actual tax levy is not determined until mid-2011 after all Winnetka properties are assessed. Historically, the actual increase to the District 36 tax levy is much smaller than the December request. Last year, for example, the actual tax levy increased by only 1.25 percent.  

    The tax levy request has two components: the levy on existing property and the levy on new property.

    Levy on Existing Property

    The lion’s share of the levy is generated from taxes on existing property. Since 1995 the Property Tax Extension Limitation Law (”Tax Caps”) has limited annual increases in the District 36 levy on existing property to the rate of inflation (as measured by the Consumer Price Index) or 5%, whichever is less. The current CPI is 2.7 percent. The only way to increase the levy over the cap is to ask voters for an increase in a referendum. Winnetka voters have approved five such referenda since 1995.

    Levy on New Property

    The “Tax Cap” does not apply to new property. The 2010 District 36 tax levy may increase beyond 2.7 percent to account for any new housing, home improvements, and commercial development. The amount of this increase will not be known until after Cook County releases the new property assessments in mid-2011. This lag forces the School Board to approve what is informally called a “balloon levy” which is designed to capture whatever new development occurs in Winnetka. If the “balloon levy” is too low, District 36 will lose access to tax revenue it is legally entitled to on new property. Since 2004, District 36 has annually made a “balloon levy” request 15 percent greater than the prior year’s levy. It is doing so again in 2010. In reality, the new property component of the actual levy has only increased by an average of 1.63 percent since 2004.

    The tax levy determines the total amount of property tax revenue District 36 will receive. The amount individual property owners will pay in tax will vary based upon the value of the individual property and any exemptions it qualifies for.

Injured Owl "Winnetka" Flies Again
November 30, 2010
    Dozens of Winnetka Public Schools families gathered on Saturday, November 20, 2010 to celebrate the release back into the wild of a rehabilitated... great horned owl.

    The owl, nicknamed "Winnetka", was found in September tangled in the netting of the batting cages at the A.C. Nielsen Tennis Center across the street from Carleton Washburne School.

    The netting hurt Winnetka's foot. Without help, he wouldn't have been able to hunt. Luckily, volunteers from Flint Creek Wildlife Rehabilitation, a nonprofit that rescues and treats more than 3,000 wild animals every year, stepped in to help.

    By Saturday, Winnetka was healthy enough to fly again.

    More than 150 people, many of them Winnetka Public Schools families, gathered near the tennis center to celebrate the owl's successful release. Beforehand, the group enjoyed cider and donuts while learning about great horned owls.

Health Update for District 36

    Pertussis Update - November 23, 2010

    Currently, District 36 has had twelve confirmed cases of pertussis (whooping cough) at Carleton... Washburne School, two confirmed at The Skokie School and one confirmed case at Crow Island School. The Cook County Department of Public Health has advised us in each of these situations.

    "Pertussis is a highly contagious illness that is easily transmitted through coughing and sneezing and may persist among a population for weeks to months. Symptoms of pertussis usually occur 5 to 10 days after exposure, but can take up to 21 days to appear. Initially symptoms are similar to a common cold: a runny nose, low-grade fever and a mild occasional cough. However, the cough can become severe and spasmodic - with a distinctive "€œwhooping"€ sound - and can progress to vomiting between bouts of coughing.

    Patients with pertussis or suspected pertussis must remain home from day care, school, work, and public gatherings for at least 5 days after the start of appropriate antibiotic therapy to limit further transmission. Most children are immunized against pertussis infection by receiving a series of vaccine doses as DTaP vaccine. However, immunity wanes as they reach adolescence."


    Please check with your healthcare provider about a booster for your child. If you have any questions about pertussis, please contact the Vaccine Preventable Diseases Unit at CCDPH, 708-492-2150, during normal working hours, or 708-492-2000 after hours.

    Gastrointestinal Illness

    Students have been ill with a stomach virus. The most common symptoms of this stomach virus are nausea, vomiting, diarrhea, stomach cramps, headache, and/or a low-grade fever. GI illnesses are easily spread by direct person-to-person contact, consumption of fecally contaminated food or water, and sometimes through aerosolization from vomit. Frequent and proper hand washing hygiene is required to reduce the risk of transmission. Cleanliness is extremely important during a gastrointestinal illness. Keep your child home if he or she is not feeling well.

    The child must be symptom free for 24 hours before returning to school.
    If your child has a fever 100 degrees or more he or she must be fever-free without the use of fever-reducing medications for 24 hours prior to returning to school.

    All classrooms, eating areas, and bathroom surfaces are being properly cleansed daily. Over this Thanksgiving break we are having our maintenance staff do an enhanced cleaning.

Ancient Egypt transforms The Skokie School
November 23, 2010
    Visitors to The Skokie School traveled back in time to ancient Egypt on Thursday.

    The school'€™s sixth-graders transformed their classrooms... into museums showcasing what life was like along the Nile River more than 3,000 years ago.

    Each student researched a topic on ancient Egypt, wrote a paper, built a display, and created a presentation. The projects covered topics like Egyptian hieroglyphics, burial, and weapons. The students’ parents came to The Skokie School to hear the presentations on Thursday.

    The students spent almost two months learning about Egypt and working on their projects, said teacher Betty Manley.

    "They all were really passionate about doing the research and learning," Manley said. "œAnd then today they got to practice making public presentations."

    Donna Jackson watched her granddaughter Katie Jackson deliver a presentation on Egyptian social groupings. Katie built a pyramid that explained how life differed for ancient Egyptian peasants, artisans, scribes, and government officials.

    It was special to see Katie and her friends learning in a creative and engaging way, Donna Jackson said.

    "€œI think it's great that they seem to be very much immersed in these projects,"€ Jackson said. "I'™m pretty impressed."

    Jenna Wyman and Nicole McKey'€™s project focused on Egyptian clothes, jewelry, and cosmetics. Both dressed as Egyptian queens.

    "€œI love fashion in modern times,"€ Wyman said. "€œSo it was fun to learn about the difference between fashion today and in ancient Egypt."€

    Down the hall, Skokie School teacher Meghan Warner's sixth-grade class worked collaboratively to transform a supply closet into the tomb of the fictional Pharaoh Kezmu. The class filled Kezmu'™s tomb with about 120 artifacts that they made, such as knives, bracelets, and bowls.

    "€œThis is a nice way for the students to synthesize what they've learned,"€ Warner said.

    A cluster of pertussis (whooping cough) cases has been identified among students attending Carleton Washburne School in Winnetka. Since October 19, 2010, five pertussis cases have been identified among students. Additional sporadic pertussis cases have been identified in the general community.

    The Cook County Department of Public Health (CCDPH) recommends the following to prevent further spread of the disease:

    1. Students who have not received an adolescent pertussis booster (Boostrix® or Adacel®) should do so. Please check with your child's healthcare provider for more information.

    2. If your child has a cough, please do not send him/her to school and consult your child's healthcare provider.

    3. If your child has been diagnosed with pertussis, he/she should be excluded from school until after 5 days of appropriate antibiotic therapy.

    4. Close contacts of pertussis cases (household contacts and close friends) should also receive antibiotics to prevent further spread of disease.

    5. Remind children to always cover their mouth and nose with a tissue or with their upper sleeve when coughing or sneezing and to wash their hands with soap and water or use an alcohol-based sanitizer after touching their mouth or nose.

    On June 2, 2010, the School Board of The Winnetka Public Schools District 36 took action to appoint Ms. Trisha Kocanda to the newly created position... of Assistant Superintendent of Curriculum, Instruction, and Assessment, effective July 1, 2010. Previously structured as a director-level position, this new role was created based on the District's keen desire to advance children's education and the continual growth of its teaching staff.

    Ms. Kocanda will be charged with leading ongoing development, improvement, and evaluation of the entire instructional program for the District, including key long-term initiatives such as the development of common assessments, improvements in differentiated instruction, and implementation of Response to Intervention practices. She will also coordinate ongoing teacher-led curriculum review cycles and conferencing/reporting evaluations, as well as coach and support building administrators in their roles as instructional leaders.

    Currently, Ms. Kocanda serves as the executive director for curriculum and instruction for elementary North Shore School District 112 in Highland Park, a position she has held since 2008. In this role, she is responsible for all aspects of curriculum development across 12 elementary and middle schools. She also serves as the lead internal facilitator of District 112's strategic planning process, which involves 170 internal and community stakeholders.

    Previously, Ms. Kocanda served as District 112's learning coordinator for curriculum and instruction, as well as associate principal of Edgewood Middle School. A former middle school classroom teacher in Arlington Heights District 25, she earned a B.S. in elementary education from the University of Illinois at Urbana/Champaign and a master's degree in educational leadership from Aurora University. In addition, she has been accepted in a doctoral program for educational leadership at the University of Illinois at Chicago.

    Ms. Kocanda's appointment by the Board follows a multiple-step interview process coordinated by Dr. Mark Friedman that involved the participation of teams of administrators, teachers, and other staff, as well as the screening of more than 80 applicants for the position. References characterized Ms. Kocanda as "an exemplary educator" who "astutely recognizes how to bring people together to lead curriculum development across multiple schools" and a "relationship-oriented leader who collaborates with people by listening and asking questions to gain deeper understanding."

    We want to take this opportunity to inform you of actions the School Board of The Winnetka Public Schools District 36 will consider at its Monday,... April 12, 2010 meeting. Although we do not generally update parents regarding upcoming action items, we appreciate that issues related to both the interim superintendent leadership for the 2010-2011 school year and the search for our next full-time superintendent are of great interest to our parents and community. Therefore, we feel it is important to be as forthcoming with current information about these matters as possible.

    INTERIM CO-SUPERINTENDENT APPOINTMENT

    The Winnetka Public Schools District 36 School Board will take action to consider the appointment of former Itasca District 10 Superintendent Dr. Kenneth Cull to serve as interim co-superintendent for the 2010-2011 school year.

    After his retirement from District 10 in June 2008, Cull served as interim superintendent of Skokie/Morton Grove School District 69 during the 2008-2010 school years. He has more than 40 years of experience as an educator, including 30 years with Schaumburg School District 54, where he started as a junior high math teacher and advanced to associate superintendent. Cull began his career at Joliet School District 86.

    Cull will serve in tandem with former Libertyville Superintendent Dr. Mark Friedman, who was appointed by the Board to serve as co-interim superintendent at the March 23 Board meeting. This interim co-superintendent model will be utilized because Illinois pension laws limit the employment of retirees from the Teachers Retirement System in a public education position, such as Drs. Friedman and Cull, to 120 days or 600 hours per academic year.

    The interim co-superintendent model is not uncommon and provides the ability to leverage the skills of experienced educational administrators, while also building a transition team that possesses the specific skill sets needed by our District. In the past several years, it has been used successfully to facilitate transition in Mundelein High School District 120 and Glenbard High School District 87. North Shore School District 112 and Township High School District 113 also recently utilized a co-principal model.

    Following Board approval and after directing the District’s legal counsel to finalize our contract with Dr. Cull, we will move forward to develop a specific plan of action to guide how Drs. Friedman and Cull will work together and provide strong leadership to advance both the academic and administrative priorities of the District. We expect to share further information on their specific roles and responsibilities at our April 27th meeting.

    SUPERINTENDENT SEARCH PROCESS

    Dr. Friedman has been tasked with providing leadership for the District’s process to hire a new permanent superintendent. He will provide a comprehensive update regarding this process at the Board’s April 27 meeting, which will be held at 7:15 P.M. at Carleton Washburne School, 515 Hibbard Road, Winnetka.

    CLOSING THOUGHTS

    We feel confident that we will have a strong and complementary leadership team with Drs. Friedman and Cull. The Board and Administration will continue to work together to ensure minimal disruption to District and school operations as we transition to new leadership.

School Board Comments Regarding Leadership and Transition Issues at March 23, 2010 Meeting

    Thank you to those in our audience, including parents, teachers, and interested community members, who have come out tonight seeking information... and wanting to share comments about the Board's anticipated actions following Dr. Mary Herrmann's March 8, 2010 announcement of her early retirement.

    We realize many of you have questions and/or comments you'd like to make to the Board about various issues related to our leadership transition. Let me try to answer some of the questions up front.

    Interim Superintendent Appointment and Superintendent Search Process

    • Tonight, we will take action to consider the appointment of former Libertyville District 70 Superintendent Dr. Mark Friedman to serve as interim superintendent for 2010-2011 school year.  Since January 2010, Mark has served as a special projects consultant, providing additional administrative support to assist in the implementation of key initiatives, including teacher supervision and development, differentiated classroom practices, and principal coaching.  Dr. Friedman was one of several well-qualified candidates the Board interviewed for that position. We have been pleased with his team-building ability, as well as the demonstration of his strong knowledge of teacher and principal leadership since joining the District just two months ago.

    • Dr. Friedman is assisting the School Board in developing a solid leadership transition plan. The District is fortunate to be able to rely on his expertise and leadership to ensure that we maintain our focus on quality education and operational excellence as we move forward throughout this transition.
      As part of his role, Mark will also assist the Board in devising an appropriate process to hire a new permanent superintendent. We are committed to developing and implementing a superintendent search process that is inclusive, transparent, and well planned.
      In the spirit of transparency, I want to acknowledge that while employed as the Libertyville superintendent, Dr. Friedman also served as a principal at BWP, a search firm that specializes in educational leadership placements.  He continues to serve in this role. I want to be clear that while we absolutely anticipate that District 36 will use an external consultant to assist in our search for a new permanent superintendent, we will work to avoid any perceived or real conflict of interest.
      In response to our proactive communication on this matter, the Board has already begun to receive thoughts from the Winnetka 36 community regarding desired qualifications and the search process for our next superintendent.  We are committed to providing opportunities for and encouraging robust public and parent participation in the search process, once it is underway. Though Mark may touch on this process in his update later in tonight's meeting, be assured that we will begin to seek input from the public, administrators, and other staff as soon as the calendar allows.

    • Illinois pension laws limit the public education employment of retirees from the Teachers' Retirement System, such as Dr. Friedman, to 120 days or 600 hours per academic year. As such, within the next 30 days, the Board will take further action to appoint a co-superintendent who will share interim leadership responsibilities with Dr. Friedman.

    • A co-interim leadership model is not uncommon and provides us the ability to leverage the skills of experienced educational administrators, while also building a transition team that possesses the specific skill sets needed by our District. Indeed, in the past several years, a co-interim model has been used successfully to facilitate transitions in Mundelein High School District 120, Glenbard High School District 87, and North Shore School District 112.


    Dr. Herrmann's Retirement

    • Dr. Friedman's interim appointment follows current Superintendent Dr. Mary Herrmann's March 8 announcement that she will retire from District 36 to accept a position as superintendent of Clayton Public Schools in Clayton, Missouri.  The Board will take formal action tonight to accept Dr. Herrmann's retirement, effective June 30, 2010.


    Crow Island School Interim Principal Announcement And Curriculum Director Search

    • Tonight the Board will take action on the appointment of current District 36 Curriculum Director Dr. Julie Pfeffer as interim principal of Crow Island School for the 2010-2011 academic year.
      One of five internal candidates for the position, Dr. Pfeffer was selected by a committee that included representatives of District 36 administration, Crow Island School staff, parents, and a Board member. She joined District 36 as a classroom teacher at Hubbard Woods School in 1993 and has served as curriculum director since 2002. Dr. Pfeffer had previously served as part-time co-principal at Crow Island School, providing additional administrative support when principal Deidre Churchill worked to complete her doctoral degree last year.
      To address the vacancy created by Dr. Pfeffer's appointment, the Board directed Dr. Friedman to begin an external search process with the goal of having a new hire in place on or before July 1, 2010. He is currently working to finalize the job description, and will facilitate both an internal posting and external national advertising for the position.


    Carleton Washburne School Principal Search Status

    • We are finalizing the search for a new principal for Carleton Washburne School, a vacancy that resulted from Dan Schwartz's resignation. An announcement is expected at the District's April 27 Board meeting.  The Board and Dr. Herrmann had previously decided that while Dr. Herrmann will remain involved in a consultative role, Dr. Friedman has assumed leadership for finalizing this process.


    3-23-10 Agenda

    • As we look to support continued growth and evolution in our District's excellent teaching and learning environment, we seek District and school administrative leadership with particular skills and expertise in the articulation and implementation of a change management process that is inclusive, motivational, and proactive. The Board and Administration will work together to ensure minimal disruption to District and school operations as we transition to new leadership.

    • During last week's study session focusing on the strategic plan, we realized from the public comments that there is some loss of message continuity as members of the public do not attend every meeting, So, let me provide a brief overview of the District and the Board business these past months and how we will remain true to our purpose.
      Even as transition issues are addressed, we remain vigilantly focused on the Board, District, and superintendent goals previously established for this year.  This year's goals include differentiation, strategic planning, teacher evaluation, communications, strategic planning, and visitor management.  During our meeting tonight, educators will speak about progress on each of these goals. The Board remains confident District 36 is on the right path.

    • Through our meetings and communication month-in and month-out, we actively seek to support the important work being done by the more than 300 teachers, administrators, custodians, secretaries, and aides who are committed to making each day the best it can be for our community's children. The Board supports these efforts through our own formalized goals established in December, which target our attention specifically to policy governance, resource allocation, planning oversight, and superintendent goals.

    • Throughout the upcoming leadership transition, the Board will endeavor to stay very focused on the regular business of the district so that each matter we entertain has the highest impact for furthering education for this community.

    • Finally, please know that we try our level best to be informed about the work the community entrusts to do on its behalf.  However, we do not pretend to believe we have all or the only answers to the issues that come before us, and that is why we value our community comment time.  For example, last week's public comment provided valuable information on how to improve the next draft of the strategic plan before engaging the broader public. Public comment is generally a time for the Board to listen and consider alternative views and questions. We jot down ideas, think, pause, and consider individually before taking further action on the matters raised before us a collective body.

Superintendent to Submit Resignation; Board Consultant to Lead Transition

    Winnetka Public Schools District 36 Superintendent Dr. Mary Herrmann announced today that she has accepted a position as superintendent of Clayton... Public Schools in Clayton, Missouri. The District 36 School Board will take formal action at its March 23 meeting to accept Dr. Herrmann'™s resignation and retirement from the State of Illinois, effective June 2010. Herrmann joined District 36 as superintendent in July 2007 after having served as superintendent of Barrington District 220 for seven years.

    "€œOn behalf of the entire Winnetka Public Schools community, I want to thank Dr. Herrmann for her service to the District during the past two-and-a-€half years, including her leadership in key areas such as effective personnel processes, institution of common planning time for teachers, and initial strategic planning engagement with the community,"€ said Nancy Fehrenbach, president of the Winnetka Public Schools District 36 Board of Education. "€œWe wish Mary every success in her new position."

    Herrmann expressed pride in her association with this District; "It has been an honor and a privilege to work with you. You are bright, talented, passionate people who care deeply about our students and serve them well,"€ said Herrmann in a letter shared with staff. "œI have greatly appreciated the opportunity to share a small part of my professional journey with you.     To Parents of The Winnetka Public Schools District 36 with Three- and Four-Year-Old Children

    If you are a Winnetka resident and have... concerns about your child’s development in the areas of speech, language, coordination, hearing, vision, learning readiness, or emotional maturity, you are encouraged to register your child for this screening.

    To be eligible, children'€™s birthdays must fall between April 1, 2005 and
    April 1, 2007.  It is not mandatory to bring your child/children with you to the registration, nor is it mandatory to have the screening done for entrance to pre-school or kindergarten.

    Parents will register at the Winnetka Public Schools Administration Office located at 1235 Oak Street, Winnetka in the Superintendent's Conference Room on one of the following dates and times:

    Please note:  The vision and hearing screenings will take place March 22 and March 23.  April 5, 6, 7, and 8 are the dates the Pupil Services staff of the Winnetka Public Schools will be available to provide a general assessment of three and four year old children’s development in fine and gross motor coordination, concepts, and language.  The intent of the screening is to identify children who may have delays in their development.

    WINNETKA, IL - February 1, 2010 - The Winnetka Public Schools proudly announces the launch of our newly redesigned website. The new site has... been completely reorganized and several new features have been added.

    The main content area on the District homepage and the homepages of each school presents current news headlines from the District and schools. News headline links are also available in the right column of each page on the site. The District and school homepages also allow users to subscribe to the news feeds using news readers or RSS news aggregators. A video tutorial about RSS news feeds is available at www.winnetka36.org/communications (Departments > Communications).

    The navigation for the site is found across the top of each page in a green bar with drop-down menus. On the District site you can access each school site, find information about the School District, District departments (Business Office, Communication, Curriculum, Human Resources, Nurses, Pupil Services, Technology), the School Board, general information for parents and staff, and an Employment link. School pages feature information about the school, a calendar link, pages about classes, general information for students and parents, an overview of the school's support services, and links to Resource Center services.

    The refreshed District calendar system now features a color-coded layout that displays additional information for each calendar entry when a user "mouses over" an event. The calendar can also be "filtered" by a user so, for example, a parent can see a customized view of events for only the school or schools they select. Further, parents who use online calendars or web-connected calendar applications can subscribe to District calendars and receive updated information automatically in their own calendar system. A video tutorial about subscribing to calendars is available at www.winnetka36.org/communications (Departments > Communications).

    The site was also designed with web-connected smart phones in mind. Smart phones with news readers can take advantage of news feed subscriptions and web-connected mobile calendars can use calendar subscriptions. Pages display well on iPhone, iPod touch, Android phones, Blackberry touch phones, and other touch-screen-based phones. iPhone and iPod touch users can add a customized icon directly on their home screen for one-touch access to the site; a video tutorial about this feature is available at www.winnetka36.org/communications (Departments > Communications).

    In addition, a site-wide Search feature has been added across the site to help website visitors find information quickly and efficiently.

    The site was designed in-house with input from many members of our Community of Learners. Val Falstad, our Website and Database Developer, has been responsible for programming, customizing, and implementing the features of the site while Matt Fuller, Director of Technology and Communication, has coordinated the project and worked with the content. The School Board Communications Committee, comprised of Beth Filip, Anne Kelly, and Superintendent Mary Herrmann, led the implementation of this project and provided valuable input and direction during the planning and design phases. District administrators have provided and continue to provide content for each section of the site. Finally, the entire staff of The Winnetka Public Schools was invited to preview the site and provide input, feature requests, and ideas.

Tutoring Task Force Volunteers Needed

    The Superintendent and the Board of Education are currently reviewing the practice of private tutoring in The Winnetka Public Schools.  This... review was initiated in response to the identification of a meaningful percentage of students receiving tutoring as identified by the 2006 Winnetka Caucus Survey and by the recent District 36 survey. In addition to the survey data, both the Board and the District's administration had concerns regarding the liability surrounding private tutoring in the school buildings.  



    To address the threshold issue of liability, the Board consulted with both legal counsel and its insurance representative in December 2009.  Their opinion found that there is "€œsignificant risk"€ of liability for both teachers individually and the School District as an entity if the practices of private tutoring and private music lessons are continued in our school buildings.   Moreover, neither the District'€™s insurance coverage nor the statutory provisions which normally protect teachers and schools from liability of this nature, are applicable to this practice.  



    Given this advice, the Board determined that it was in the best interest of all constituents to suspend all tutoring and music lessons, which currently take place in the public schools as of December 19, 2009.  The Board recognizes, however, that private tutoring is a long-standing practice in the community, and is considered by some parents to be a valuable part of their children'€™s education. It also recognizes that other parents do not hold this view, and have no desire to incorporate private tutoring into their children's elementary education experience.



    The Board believes it is possible to create a policy that will (1) be respectful of all viewpoints regarding private tutoring; (2) align with the District'™s child-centered, progressive education philosophy; and (3) protect teachers, the District, and taxpayers from liability.  To that end, it is creating a Tutoring Policy Task Force to continue the examination of tutoring practices in our school community, with the end goal of creating a comprehensive policy on private tutoring. While it is not feasible or necessary to create such a vehicle to review the majority of District policies, the Board believes this type of review is necessary given the myriad of issues surrounding private tutoring, and the impact these issues have on students, parents and teachers.



    The Task Force will be comprised of Dr. Herrmann, Superintendent; Dana Crumley and Susan Whitcomb, Board of Education Members; five teachers representing each of the District Schools; and volunteers from the community.  The Board has set criteria for volunteers, which can be accessed at www.winnetka36.org.  Participants should be available to attend 4-6 meetings from January-May 2010, and be willing to spend 6-10 hours reviewing supplementary materials (educational research articles, sample policies, etc.) during the same time frame.  We strongly encourage all interested community members to apply.

Update on School Closings and Late Start Procedures

    Welcome to winter!  As you know, hazardous weather conditions may result in school closings and changes in our school calendar. The... decision to close school is done in consultation with local personnel and the other New Trier Township Superintendents.   The decision is generally made no later than 5:30 a.m. so that all staff and families have adequate time to make any necessary changes to their daily schedules.



    The highest priority in considering school closure is student safety. Some of the factors that influence our decision-making include: timing and duration of the storm, temperatures, visibility, facility concerns, and road conditions both locally and in the larger metro area.  Our teachers are traveling from all directions and, for some, long distances, and it is essential that they are able to arrive to school on time to greet children in their classrooms.



    Only under the most hazardous circumstances will we close school. We strive to keep our students in school and follow our school calendar. In order to do so, we all need to work together, taking extra caution in traveling to and from school and ensuring that our students are dressed warmly. At the same time, we recognize that individual families may have varying degrees of comfort regarding the decision to keep schools open.  Under these circumstances, parents should always feel empowered to do what they believe is best for their child.



    In the occasional winter storm, the weather and road conditions are expected to greatly improve by mid-morning.  Under these circumstances we would prefer not to close school, but to open late instead.  A late start would allow for additional time for our staff and students to get to school.  



    Please note the following procedures for a 2-hour late start in The Winnetka Public Schools:



    Parents/students will be notified through our emergency message system of a late start.  Information will also be included on our website.



    • Students should plan to arrive at school 2 hours later than they regularly do.  
      For example, if a student typically arrives at school at 8:20 a.m., he/she should plan to arrive at 10:20 a.m.  If a student takes the bus and is picked up at 8:05 a.m., he/she should plan to be picked up at 10:05 a.m.


    • Late School Start Times

      • The Skokie School - 10:25 a.m.

      • Carleton Washburne School - 10:30 a.m.

      • Hubbard Woods School -  10:35 a.m.

      • Crow Island School -  10:35 a.m.

      • Greeley School -  10:35 a.m.


    • Morning Kindergarten and any before school programs  (i.e., band) would be cancelled for the day.


    • Any special program changes or a change in the school lunch schedule will be communicated to parents from the principal.

    On Tuesday, December 15th, the Winnetka Board of Education unanimously voted to seat Mr. Peter Kane to fulfill the remaining term of Mr. Van Barletta,... who resigned in late October for personal reasons. Kane will serve on the Board for the next sixteen months, until the April, 2011 elections. To this position, Kane brings financial acumen gained through sixteen years of banking experience, most recently serving as Managing Director at The Private Bank in Chicago. In addition to this professional experience, Kane has also served since 2002 as a Board member of a public policy entity, the Better Government Association, and has been a volunteer youth sports coach in Winnetka for the Park District and KWBA programs. A community member characterized him as "€œopen, honest, and coming from a big family [one of ten children], he clearly knows the value of good communication."€ Peter and his wife, Michelle, have three children who currently attend Skokie, Crow Island and Sacred Heart schools. The Board appreciates not only Kane'€™s willingness to serve the District 36 community, but that of the seven other very well-qualified applicants, who offered their talents and time to advance public education in Winnetka.



    With the addition of Kane, Board President Nancy Fehrenbach will be reviewing individual committee assignments/responsibilities and making appropriate shifts to make full use of members' expertise in serving the educational needs of the children, staff, and community.

    We continue to update you on the status of the influenza virus in our District. At
    this time we have had nine cases of the influenza virus,... two at Carleton
    Washburne School, three at The Skokie School, three at Crow Island School and
    one at Hubbard Woods School. We have had two confirmed cases of the H1N1
    virus, one at Carleton Washburne School and one at Crow Island School.

    We are communicating often with the Cook County Department of Public Health
    regarding our schools'€™ situations. Our school health offices are monitoring all
    student symptoms of illness on a daily basis.



    In each situation of influenza the affected person is excluded from school for 7
    days until all symptoms are resolved and the person has experienced 24 hours
    of wellness. This is in accordance with the Centers for Disease Control and
    Prevention flu guidelines, the Illinois Public Health Department, and the Cook
    County Department of Public Health.



    Please keep your child home from school and extracurricular activities when
    feeling ill with symptoms such as a fever over 100 degrees, a cough, and/or a
    sore throat. We ask that you report the symptoms to the school as soon as
    possible. At this time proper hygiene is extremely important.

    Our nursing staff and administrators are communicating frequently and monitoring the situation with our New Trier Township colleagues, the Cook County Health Department, and the Illinois Department of Public Health.

    At this time, we are asking for your assistance in maintaining a safe and healthy
    environment. Please keep your child at home if he or she develops any flu-like
    symptoms: fever, cough, chills, sore throat, body aches, nausea, lethargy, lack of appetite, vomiting, and/or diarrhea. If there is a fever he or she must be fever-free for 24 hours prior to returning to school.


    What You Can Do to Stay Healthy:


    • Cover your nose and mouth with a tissue when you cough or sneeze. Throw the
      tissue in the trash after you use it.

    • Wash your hands often with soap and water, especially after you cough or sneeze.

    • Alcohol-based hand cleaners are also effective. Hand sanitizer gel will be available
      upon entering our buildings.

    • Avoid touching your eyes, nose, or mouth. Germs spread that way.

    • Try to avoid close contact with people who are sick.

    • Influenza is thought to spread mainly person to person through coughing or sneezing
      by infected people.

    • If you get sick, the CDC recommends that you stay home from work or school and limit contact with others to keep from infecting them.

It is important that students develop good healthy habits to reduce the spread of various diseases.     As we begin our 2009-2010 school year, it is important that we work together to maintain and promote optimum health and good personal health... practices. In light of the upcoming flu season and global concerns about the unknown impact of the novel H1N1 virus to our area, the Centers for Disease Control has offered preliminary guidelines for schools. Their recommendation is that "Individuals with influenza-like illness remain at home until at least 24 hours after they are fever free (100 degrees or greater) without the use of fever-reducing medications."



    Here are some practical steps that we can all take to make this a healthy school year:


    1. Stay home or go home from work or school if you are sick.

    2. Wash your hands often with soap and water.

    3. Cover your nose and mouth when you cough or sneeze with tissues. Cough or
      sneeze in your sleeve or elbow.

    4. Use hand sanitizer when soap and water is not readily available.

    5. Avoid touching your eyes, nose, and mouth.

    6. Limit close contact with someone who is sick and don't hug and kiss others if you are not feeling well.

    Starting November 2, 2009, Cook County Department of Public Health
    (CCDPH) will open regional appointment-only vaccination sites in
    suburban Cook County. Shipment of the vaccine has been slower than anticipated; as more vaccine is received additional vaccination
    clinics will be opening.



    Effective immediately, and until further notice, residents may call
    708-836-8600 or one of the CCDPH District Offices listed below to make
    an appointment at one of our vaccination sites. CCDPH staff will
    schedule the appointment time and location for residents.

    If you are interested in having your child vaccinated against H1N1,

    next available appointment isn't until the end of November and that
    wait times when calling have been lengthy.



    The New Trier Township School Districts are working with the Cook
    County Department of Public Health to establish an immunization site
    within the Township. However, at this time we have not received any
    information from the County with regard to specific dates.



    As a reminder, students and staff are strongly encouraged to stay home
    if sick, especially with a fever of 100 degrees or greater, and stay
    home for 24 hours after being fever-free without the aid of fever
    reducing medications such as Tylenol or Advil. Prevention is the most
    effective way of slowing the spread of this disease.



    We encourage you to practice the three C's:



    Clean - Frequently wash hands with soap and water and use hand
    sanitizer when soap and water are not readily available.



    Cover - Cough or sneeze with a tissue or sleeve, avoid touching one's
    eyes, nose or mouth, and wash hands especially after coughing or
    sneezing.



    Contain - If sick, distance yourself from others. Stay home and get
    well.



    Your health care provider is the best source of information regarding
    your family's personal health needs and influenza vaccinations. We
    urge you to contact your family physician to discuss immunizing your
    family for both seasonal and H1N1 influenza.

H1N1 (swine flu) Update

    We were informed today that a student in grade 7 at Carleton Washburne School
    has been diagnosed with a probable case of the H1N1 flu virus... ("swine flu").
    Probable means that there is a high likelihood that the student has the H1N1 virus. This student was identified early and has been home since the on-set of symptoms.



    We have spoken with the Cook County Department of Public Health (CCDPH).
    The recommendation of CCDPH is that schools remain open unless there is a
    significant increase in student absence due to illness. Daily attendance is being closely monitored in all our schools and at this point there has not been an increase in absenteeism.



    We sincerely hope this letter does not cause alarm. Our intent is to communicate
    openly with you and avoid any misinterpretation of the facts. We will keep you
    posted as we receive new information. In addition:

    • We ask all parents to keep their children home from school and
      extracurricular events when the children are feeling ill, and to report the
      symptoms to the school as soon as possible.
    • Teachers throughout our District are reminding students of the absolute
      necessity of hand washing and germ prevention.

District and Teachers' Union Approve Five-Year Contract

    Due to economic uncertainty, agreement includes salary renegotiation after two years.


    The Winnetka Public Schools District 36 School... Board and the Winnetka Education Association teachers' union ratified a five-year contract agreement, following a six-month negotiation process that began in October 2008. The new contract will take effect September 1, 2009.



    Under the new agreement, District 36 teachers will receive an average annual raise of 0.6 percent and 0.4 percent in the first and second years of the contract respectively. Adding the ordinary step increase to this amount yields a total average salary increase of 4.3 and 4.1 percent. A key provision of the agreement calls for the Board and the Association to reconvene in 2011 to negotiate teachers' salaries for the remaining three years of the contract.



    Winnetka residents are feeling the effects of the current economy. We are all making adjustments to our spending based on our families' needs and priorities. As fiscal stewards of the community's public schools, this Board is doing that same thing. We have had to take a hard look at all District expenses, and salaries are no exception. At the same time, we know that our teachers are essential to ensuring a quality education for Winnetka children, and have developed this contract with that in mind.



    We know that in order to attract and retain quality teachers, we must compensate our teachers with salaries similar to comparable school districts. While these increases do not leave the District in as competitive a position as it has enjoyed in the past, we believe they are enough to allow us to attract and retain those quality teachers. Furthermore, these raises are consistent with the District's budget and long-range fiscal forecast.



    Because of uncertainties in the current economy and the difficulty of forecasting into even the near future, the Board and Association jointly decided to reconsider the salary schedule in two years. This is in the best interest of all parties as it allows us to adjust salaries to reflect actual economic and market conditions.



    Other provisions of the new agreement, including disability insurance, sick leave, and retirement, will remain in effect for the entire five-year contract period, which will continue through the 2013-14 school year.



    Together, we are a strong team. The District 36 School Board and administration look forward to working with the Winnetka Education Association, our staff, students, families, and the entire community to continue to enhance the quality of teaching and learning in our schools.




    Q. Why is this contract for five years? Aren’t they usually four years?



    A. We wanted to avoid the conflict of having the contract be negotiated at the same time newly elected Board members are joining as other members retire from the Board. By going to five years this one time there’s no timing constraint involving participants and no conflict with election cycles. We expect future contracts are likely to go back to four-year terms.



    Q. If the contract ends in August, why did negotiations start so soon?



    A. There was a significant change in the members of the Board in April. If we had not finished the negotiations by then, we would basically have had to start over again. Since there’s no telling how long negotiations will take, this was the safest plan.



    Q. Who are the participants? Who negotiated the contract?



    A. Representatives of the Board of Education, the Winnetka Education Association, and the District Administration all have a role. We use a method called Interest Based Bargaining, which enables everyone to get at the issues in a productive way. We have used it in the past and it has been very successful.



    Q. What raise are the teachers getting as a result of the contract?



    A. One of the major new provisions is a salary increase for teachers. In the first year of the contract, 2009-10, teachers will receive a raise of about 0.6%. When you add the step increase, it works out to be an average of 4.33%. In the following year, 2010-11, the teachers will receive a raise of about 0.4%, and the total will be just under 4.1%. For any given teacher, the raise might be more or less, depending on their education and years of experience, but these are the average numbers.



    Q. What’s a “step increase,” and how is that different from the 0.6% raise?



    A. Nearly all teachers in all districts are paid using schedules that dictate how much they will be paid. Each teacher falls in a column appropriate to their level of experience, and a row that corresponds to their years of service. Each year a teacher will move down one row on the schedule, and earn the new salary amount. For example, a starting teacher with a bachelor’s degree in Winnetka will earn approximately $41,500 this year. Next year, he or she will move down one step in the schedule and earn about $43,000. This is called the Step Increase. The amount of increase can vary a little from one step to another, but the average step increase for Winnetka Teachers is 3.7%.



    In addition, we have agreed to increase every amount on the schedule by 0.6% next year, and 0.4% the year after that. So when you combine that “year-to-year” increase with the step increase, the total increase is 4.33% and 4.1%, respectively.



    Q. I’ve heard of other districts that are giving 0.5%, 1%, etc. Why is Winnetka so high?



    A. Unfortunately, many districts are not reporting the whole story. For example, District 128, which includes Libertyville High School, recently reported that teachers under their new contract will earn .37% next year, increasing to 1% the following year, and 1.5% the year after that. What the news media failed to mention is that their teachers are also earning a 3% step increase each year, which makes the total increases about 3.5%, 4% and 4.5% over the next three years.



    Q. Isn’t any raise excessive, with the economy being what it is? Many people have taken pay cuts, or even lost their jobs.



    A. In economic times such as these, everyone is reviewing their budget to see what expenditures can be eliminated or reduced. Families are prioritizing their outflow so that basics are maintained by reducing non-essential spending. The Board of Education is currently engaged in the exact same exercise. We feel, however, that cost-cutting must be done with the goals of sustaining the high quality education of our children and retaining quality teachers.



    The truth is that a number of people are getting raises this year – teachers from other districts. Most teachers are subject to multi-year contracts, with raises built in each year. While we have no intention of trying to match those raises, we cannot ignore them either, or our competitiveness in the market place for quality teachers will suffer.



    Q. How did the Board and the Association determine how much of a raise would keep Winnetka competitive?



    A. The main process is to analyze the market cost of teachers. The parties involved looked at the salaries for teachers in twelve neighboring school districts that we felt were comparable to WinnetkA. We then created a range across those districts for each teacher based on education and years of experience. For example, we looked at all the different salaries being paid a teacher with a master’s degree and ten years’ teaching experience, and arranged them from highest to lowest. Finally we looked at where a Winnetka teacher in that category would fall in the range.



    Q. How does Winnetka compare to other districts under the new contract?



    A. It varies, but many of our teachers are close to the mean, or average, for comparable teachers in comparable districts. For example, a new Winnetka teacher with a bachelor’s degree is at about the 40th percentile of similar teachers in the other districts we looked at. On the other hand, a teacher with ten years experience and a master’s degree with 15 hours of post-graduate study is only at the 20th percentile compared to his/her counterpoint at other districts.



    Q. Have our teachers always been paid at the average?



    A. In fact, in prior years we were actually above the mean, which made us more competitive. But with this economy that isn’t practical. We are no longer as competitive as we were; nevertheless, we feel that we can still attract and retain quality teachers with the new contract.



    Q. What will the raises be in the last three years of the contract?



    A. Because of the current economy, and the inability to predict what salaries, the market place, and the economy in general will be three years from now, we decided not to lock in salaries beyond the next two years. The new contract calls for the Board and the Association to convene in two years’ time to determine what salaries should be for the remainder of the contract. This protects everyone from locking in numbers that two years from now might prove to be excessively high or low.



    Q. What is this salary increase going to cost in total dollars?



    A. Despite the 4.3% number, when you take into account retiring teachers and the budgeted number of teaching positions for the next two years, we estimate that the total salary dollar cost for 2009-10 will increase less than 2.5% over this year. This is within our budget and the projections of our long-range fiscal planning.



    Q. How are other districts who negotiated contracts before the economic downturn dealing with it?



    A. Many districts negotiated contracts with significant raises when the economy was still strong. Now they are trying to figure out how to pay for those contracts. For example, they may be cutting programs or increasing class size. We were fortunate in our timing in that we could see the economy was in a serious downturn, and adjust the raises accordingly. Again, these costs are within our budget and our long-term financial forecasts. We will not be changing class size or cutting programs as a result of this contract.



    Q. What other benefit provisions are in the contract?



    A. Disability Insurance: Currently the teachers can acquire disability insurance for up to 31% of their salary through the state. The contract provides for the District to pay for additional disability insurance for each teacher up to 66% of salary. Dental Insurance: The District will pay for half of the cost of individual in-network dental insurance coverage. Sick Leave: Each teacher will now get one additional sick day per year after ten years of service, and two additional sick days per year after twenty years. Retirement: New state legislation has increased the amount of money teachers must pay in order to take advantage of early retirement plans. The District has agreed to split this extra cost with the teachers. New legislation also led the District to allow teachers to get a 6% annual raise (in lieu of any normal raise) when giving up to five years’ retirement notice, in order to ensure full retirement benefits paid by the state.



    Q. Tax revenues are limited by the tax cap. Are these cost increases in line with the CPI, which helps define what the tax cap will be?



    A. For the current contract, it is the CPI for 2007 that determines what the tax increase on existing property will be for 2009-10. The CPI for 2007 was 4.1%, which is nearly the same as the raises the contract provides for (4.3%). However, in 2008 the CPI was 0.1%, so District costs are sure to exceed any tax revenue increase in 2010-11.



    Q. Will this contract mean another referendum? Are taxes going to go up?



    A. The District is currently engaged in an aggressive cost-reduction analysis to keep costs down to essentials without affecting the learning experience. We do not anticipate that the cost of this contract will accelerate any need for a referendum. Overall property tax increases are still subject to the tax cap and should not increase because of this contract. (Note that individual tax bills may go up or down, depending on the value of the property relative to other property within the taxing area.)

H1N1 Vaccination Letter 10-8-09

    This year presents both parents and schools with two influenza challenges: regular seasonal influenza and H1N1. Seasonal influenza vaccine is... currently available and it is strongly recommended that you consult your family physician regarding seasonal influenza vaccinations for all members of your family.



    The United States Centers for Disease Control and Prevention (CDC) has recommended certain groups of people, including pregnant women and children and young people 6 months through 24 years of age, be vaccinated against the H1N1 influenza virus as soon as the vaccine becomes available.
    Please contact your physician to determine if the H1N1 vaccine is recommended for your child and if so, when your child may receive the vaccination.



    The New Trier Township School Districts are working with the Cook County
    Department of Public Health (CCDPH) to establish an immunization site within the
    township. However, we have been told by the CCDPH that New Trier Township is
    not among the highest priority areas, and therefore, vaccinations through public
    schools will not be available until January 2010. If a township site is approved by the Cook County Department of Public Health, this program will offer only one dose of vaccine. At this time, it is expected that in order to be fully immunized, children will need two doses of vaccine, administered four weeks or more apart. It would be parental responsibility to arrange with their physician to administer the second dose of vaccine.



    Your health care provider is the best source of information regarding your family's personal health needs and influenza vaccinations. We urge you to contact your family physician to discuss immunizing your family for both seasonal and H1N1 influenza.



    Please note that not every physician will have the vaccine at this time.

Late Starts Information for Parents

    As we embark on the new calendar year we continue to experience the joys and
    challenges of winter. Heavy snowfall, icy roads and frigid... temperatures have
    characterized our winter thus far and promise to be with us for the next couple of months.

    As you know, with these conditions come the possibility of school closings and
    changes in our school calendar. Changes in our school calendar can impact summer
    plans for families, so I want to share with you our school closure decision-making process, as well as introduce a new late start procedure.

    The decision to close school is done in consultation with local personnel and the other New Trier Township Superintendents. The decision is generally made no later than 5:30 a.m. so that all staff and families have adequate time to make any necessary changes to their daily schedules.

    The highest priority in considering school closure is student safety. Some of the factors that influence our decision-making include: timing and duration of the storm, temperatures, visibility, facility concerns, and road conditions both locally and in the larger metro area. Our teachers are traveling from all directions and, for some, long distances, and it is essential that they are able to arrive to school on time to greet children in their classrooms.

    Only under the most hazardous circumstances will we close school. We strive to keep our students in school and follow our school calendar. In order to do so, we all need to work together, taking extra caution in traveling to and from school and ensuring that our students are dressed warmly. At the same time, we recognize that individual families may have varying degrees of comfort regarding the decision to keep schools open. Under these circumstances, parents should always feel empowered to do what they believe is best for their child. In the occasional winter storm, the weather and road conditions are expected to greatly improve by mid-morning. Under these circumstances we would prefer not to close school, but to open late instead. A late start would allow for additional time for our staff and students to get to school.  

    Please note the following procedures for a 2-hour late start in The Winnetka
    Public Schools:

    Parents/students will be notified through our emergency message system of a late
    start. Information will also be included on our website, www.winnetka36.org.

    Students should plan to arrive at school 2 hours later than they regularly do.  
    For example, if a student typically arrives at school at 8:20 a.m., he/she should plan to arrive at 10:20 a.m. If a student takes the bus and is picked up at 8:05 a.m., he/she should plan to be picked up at 10:05 a.m.

    Late School Start Times

    • The Skokie School - 10:25 a.m.
    • Carleton Washburne School - 10:30 a.m.
    • Hubbard Woods School - 10:40 a.m.
    • Crow Island School -  10:40 a.m.
    • Greeley School -  10:40 a.m.

    Morning Kindergarten and any before school programs (i.e., band) would be
    cancelled for the day.

    Any special program changes or a change in the school lunch schedule will be communicated to parents from the principal.
